There should only be one Footer per page, as for Header and Content.
The Footer is a root component of a page that sits at the bottom of the page. Footer can be a wrapper for ToolBar to make sure the content area is sized correctly.

Identifier Defines the component identifier.
Is active Defines whether the component is active.
